OSHA updates Site-Specific Targeting Inspection Program

The Occupational Safety and Health Administration (OSHA) has announced updates to its Site-Specific Targeting (SST) Inspection Program. This program is focused on inspecting non-construction workplaces with 20 or more employees based on employer-submitted injury and illness data.

Key focus of the 2025 SST Program

The revised program emphasizes workplaces with high injury and illness rates and those with upward trends reported between 2021 and 2023.

Inspections for high-rate establishments now focus on CY 2023 Form 300A data, while upward trends are assessed using CY 2021-2023 data. That reflects a shift from previous years’ data utilization.

While high-risk workplaces remain a priority, those with unexpectedly low injury rates may also face inspections to verify data accuracy. Workplaces that failed to submit the required 2023 Form 300A data will also be randomly sampled.

Employer implications

Employers should ensure accurate submission of injury and illness logs and prepare for potential inspections, particularly those in high-risk sectors.

During inspections, a compliance officer will review 300 logs, 300A summaries, and incident reports and evaluate the overall adequacy of an employer’s internal health and safety program.

Employers are advised to review their records, mitigate safety risks, and continue to monitor for compliance gaps.
